The Department of Education Office of Vocational and Adult Education (OVAE) contracted Quotient to support their Literacy Information and Communication System (LINCS). This project includes all aspects of a technology information initiative. Quotient is responsible for the technical support, infrastructure management, hosting, new application development, website design, content management system, and security of the LINCS Portal.
Quotient launched a redesigned LINCS site (http://lincs.ed.gov) on September 4th 2012. The Quotient team worked closely with Department of Education stakeholders to formulate the requirements for the design. Quotient partnered with it's client to design and develop a new website with the explicit goal of making content more accessible to visitors while minimizing backend support requirements and streamlining the process of posting new content. This website also serves as the cornerstone of a larger web presence spanning over eight domains with many more in development. Quotient conducted three rounds of design reviews with the stakeholders to establish the look, feel, functionality, and messaging for the new design.
Quotient selected Drupal as the main content management system and web application framework because of its flexibility, reliability and support community. Using Drupal 7, Quotient released an updated website leveraging a variety of Core, contributed and custom modules. As well as developing a custom base theme that will serve as the foundation for new websites and applications designated to share common a common look and feel.
The new site is fully 508 compliant and provides a browser-based GUI for adding and editing content, binary files and images. Using JSON and RSS Quotient enabled content sharing between several, distinct Drupal installations to create a seamless experience for visitors moving between the websites. By using different installation profiles, Quotient has been able to secure and optimize each installation based on the specific needs of each website.
